Do you mean photoshop?
Um... usually in such programs (don't think 'paint' can blur), there's a blurring option on the toolbar, or go to 'effects'. The program I use is called photostudio... I didn't actually 'blur' my one's like Honeybee. I used a different effect. I think Boscoxmyolie uses a mosaic/pixel effect.

Sango: There should be a blur option in the effects tab on the toolbar (not tool palette).
I'm not sure which program you're using, but I think you'll eventually find it if you explore a bit :)
